Call for application for the PhD contract 2020-23 context at the University of Montpellier and Center for Environmental Economics. Calls for the implementation of additional policy interventions, beyond carbon pricing, are widespread in both the public and academic debate. This PhD program aims at shedding some light on the rationales of such calls. It shall provide recommendations for the design of climate policies to stimulate low carbon investment, by considering potential and plausible market failures that may limit the efficiency of carbon pricing alone. The focus will be on the potential role of specific green financial instruments. The suggested approach to study the subject in a macroeconomic perspective is to adopt a theoretical modelling methodology, in the spirit of growth theory. This framework should be firmly grounded in microeconomics, concerning the specific market failure considered. A theoretical analysis built on such a setting can be used to perform comparative dynamics exercises, and hence to provide novel arguments and designs for climate policy. Moreover, the approach can also serve to conduct quantitative exercises by calibration and simulation.

CIFRE PhD funding in environmental\/energy economics\/finance: At the household level, solar photovoltaic can provide the electricity necessary for some devices and\/or be sold on the grid, while c-pumps or solar thermal energy takes care of heating, hot water and ventilation. Such energy uses require investments that are expensive, with a long lifetime. As a consequence, these investments generate gains that are uncertain because energy markets and climate are far from known at a long-term horizon. This rises interesting questions related to their profitability and their financing. The objective of the research project is to provide an economic and financial appraisal of the complex investments that are related to energy uses at the household level. The analysis will help selecting financial contracts to optimize energy use and the global monthly price. Ultimately, the research will also help the user choosing among different types of investment (i.e. for instance thermal solar vs c-pumps) or their combination. It could also suggest the design of public policies regarding the financing of RE.

This thesis aims to capitalize knowledge necessary to assist actors (public and private) in the implementation of energy efficiency policies in buildings and their consequences in terms of health risks and fuel poverty. In concrete terms, the following questions will need to be answered: (i) should policies continue to be put in place that essentially target energy expenditure to combat fuel poverty; (ii) should additional policies to reduce poverty, often leading to social exclusion and health problems, be used? (iii) how to optimize existing \/ to be developed funding for effective economic and social management? The expected benefits of this thesis concern not only the public actors in charge of national and local policies related to the improvement of housing and the fight against poverty, or public health. The main pollutants in urban areas in Europe (Particles Matter -PM10 and PM2.5 and nitrogen oxides (NOx)) are mainly from road traffic (old diesel) and inefficient old wood stoves. As France does not comply with the authorised limit value for NO2 and PM10 concentrations, it is currently the subject of a formal notice for NO2 from the European Court of Justice for regularly exceeding the limit values for these two pollutants, which contribute to 48 000 premature deaths per year in the country [Sant\u00e9 Publique France, 2016] and have negative impacts on cardiovascular diseases and foetal development [Pedersen et al, 2013]. The WHO and the OECD [2015] estimate the cost of air pollution for France at 2.3%\/GDP (or about 100 billion euros per year) in 2015 (Aichi, Senate report).
In addition, for the Grenoble urban area, the health risk tends to be higher in socially disadvantaged neighbourhoods than in well-off neighbourhoods (Morelli et al., 2015). It is therefore in the least favoured areas that the benefits of improved air quality would be felt most, but it is also in these areas that air quality improvement measures (e.g. mandatory car regulations) can be perceived as socially regressive. There is therefore an important social issue. Despite these alarming multiple findings, there is no systematic multidimensional systematic assessment of measures to limit air pollution in France.
Several French and European urban areas have launched pollution reduction measures targeting road traffic and wood heating, supported in particular by the “Breathable Cities in 5 Years” programme. While not all devices have yet been defined in detail and agreed, the implementation of main measures adopted at the Grenoble urban area level has already started.
The objective of the position is to contribute to the development of an assessment of the costs and benefits of measures to reduce particulate matter pollution in urban areas: direct costs of implementing the measures, impact on external costs (including CO2emissions saved, benefits related to the reduction of the health impacts of pollution, and the impact of behavioral changes in mobility on physical activity), impacts on households, communities, businesses\u2026
